Hi Burdemas, I just googled the word foutra and it's hard to make any connection with foutra and starchy flour. I don't think foutra is the right answer.

Makes: 4-6 breads -

I am presuming that it forms a starchy flour for this bread. I cannot find any other word that suits the clue
