I suppose it must be "child missing" (think it's an "& lit" clue)
.. and yes ch .. missing from room is part of the cryptic parse

I would have thought that "child missing" would be a more urgent problem!
"missing" and "having left" seem to duplicate the "take away CH" idea. Odd clue.

For me, 12 Down, is an unsatsifactory clue, that is, if "amber alert" is correct, which it appears to be.

Amber alert is a Canadian initiative for a child missing. (Ch) Amber + "later perhaps" anagram - amber alert?

Thanks AB. Not sure that British solvers should be expected to go past the British meaning of "amber alert" to find a Canadian one, though!

I learned of it operating in Canada, but I think it's fairly long standing in the States, maybe 20 years?
