Like you I got these without fully understanding the wordplay and then ‘worked backwards!’
I think:
9 ac. Antiguan is a West Indian; get rid of ‘Ant’ (soldier/ant deserts) leaves ‘Iguan.’
OD = Overdrawn (in the red) ON = working/in business.

15dn. A circus is known as a big top, so I guess top top man is definition of RINGMASTER.
Wordplay – A ringer is said to be someone’s double, mast can be fruit of a tree – so nuts. But double (ringer) wing nuts (mast) meaning ringer ‘around’ mast seems an odd way to clue it.

I'm stuck on 23ac as well & 23d.

23ac They regulate flow over pond for positions mentioned (7) ??u?e?s

23d Good that 17 ought to pay (4) ??n?

(17 is Criminal)

Any thoughts? Thanks.

I think 21d is COUNTS as in criminal charges/numbers double definition. That makes 21a CLAIM (clam around i)
