OK, Ixion, but what's the significance of "power-seizing" then? Maybe I've got the wrong word again!

Easier to think of it as, state seizing power....reversed...defn. is body (abbreviated) that decides if there is a case to answer.

I'm sorry, I'm still getting nowhere on this one. I had YEAS, assuming it was say (=state) reversed, then the additional "e". Are we looking for an abb. for a body that looks into legal cases & whether there is a "prima facie" case? I fear the abbreviation is probably completely unknown to me (living abroad as I do) & a long search through the available lists online has produced nothing. I'm assuming now that "power" is "P". Then it can only be ?EPS, right? Please put me on the right track: this is driving me mad!

CPS, P in S.C. reversed = crown prosecution service, "The independent prosecuting body in England and Wales which decides whether cases brought by the police should be tried in the courts".

The abbreviation is likely to be unknown to you, I think - it's the Crown Prosecution Service who decide whether to go ahead with prosecutions in the courts.

This is going from bad to worse: surely the answer to be entered isn't CEPS? It can't be SEPC! Is SC supposed to be South Carolina? Somehow the whole thing doesn't seem to work --- or maybe my mind's just gone fuzzy......Never spent so long on a Genius.

ceps is the grid entry.

state (S.C.) is power (P) seizing, the whole thing's backing (reversed), so C(P)S. Extra E makes CEPS.

15A does not have an added letter. Think of Pink Floyd's "Us and ????" for the first 4 letters + A + the first 3 letters of a 4-letter car company.
