Philosopher = (John Stuart) Mill, then anagram of espied.

I'm still far behind on this one. 28d: WW1 enemy destroying British missile launch site. I have o*h*.
My instinct says Ochs but I can't find this enemy and know nothing about the site.

Chambers gives tack as food in general especially dried and hard but Collins gives it as inferior also so seems ok.

I'd heard of "tack" being dry and rather inedible food but couldn't parse the clue.
