In connection with this one, I've got the famous old outlaw for 14down based on the first part of the clue but can't figure out what"his men drunk" refers to.
Also I don't see that first post, greedy kite.

The 2nd word is (part of) a noun, but as homophone could be the passive participle of a verb relating to rubbish-dump prohibitions!
