Hi Lobeydosser,

I too was a tad dubious with the clue saying 'city' but since the British gave it back to Chinese rule in 1997 it is now classed as a 'City-state'
Found this quote if it helps:

Owing to its long history as a colony of the British Empire, Hong Kong is a city-state which continues to enjoy a high degree of autonomy even after its return to China

Hi Les,
Call it a city-state if you like, but the two main urban areas in the territory are the cities of Victoria and Kowloon, which face each other across the harbour. There are many other towns and villages on the mainland side and on the many islands of the former colony, but there is no Hong Kong city.

The word preceding scratching is "and".
(a)nd's head is the letter "a".
Scratch "a" and you have "nd".
