'OF ????' - word very similar to second word in phrase. (The extra F in 32d took me ages to see because the clue also seems to work using first letters of words!)

I thought the answer to 32d was the initial letters of the four words, followed by a word meaning 'excited'
What is the correct explanation?

At first I thought it worked like that too ‘…at the outset Mode Of Vanadium Electron…’ using all first letters, but it doesn’t it is ‘…at the outset Mode…’ (just for that first letter) + O[F] + V + E (abbreviations of Vanadium and Electron). I think that it is unfortunate that it seems to work both ways but then again ‘at the outset’ may not be an acceptable first letter indicator for more than one word.
