4 is an anagram of 2 words with a hound in it and 16 is more of a WW1 plane I think

Croskett, I am still struggling with:-
4. Hound goes in adrift on red river (8)
Also 2,21 and 25 are baffling me. Any clues out there please?

crockett - you are right about WW1 plane and WW1 might help Winnie with 25, still don't see anagram for 4.

21. Frenchman in overcoat followed pilot officer and came to the river. I have got an answer for this starting with Po....c but I can't see where the frenchman connection is.
