Am unsure about this:-

Plant here sags in a storm maybe? (8,5) ELEPHANT GRASS (anag. of 'Plant Here Sags') but can the Def. form part of the anagram?

It's a classic clue type called "&lit" - meaning "and literal" - much prized!

Need help with this:-

Sloppily excited one in the mind (13) SENTIMENTALLY sort of fits 'I' - one, 'Mentally' - in the mind, but 'Sent'? Hmm, am not convinced.

the slang meaning of send is: to delight or excite. so sent would be -delighted or excited.

This first one I've got the parsing but not the def.

Famous operator in outbuilding beside a road(7) - BARNARD fits but who is he?

Need parsing on this (assuming it's correct):-

County in which folk have often dressed well(10) - DERBYSHIRE
