OAK - 38 Down is one of the themed character.
The answer's a common word/name for rebel, plus a storage place for cattle/'stock house', reversed, plus a French word for 'the'.

A bull's eye is a round opening/window on a ship, a deadlight is a thick window in a ship's side or deck - so they're the same thing really!
