I have S_I_E
I think it is Seine for the river, but fail to see the rest of the logic.

(U)SE (employ) (L)INE (length of wire for fishing)

Wire for fishing = Line

Ignore tips = se & ine

Whole = seine???

I can see how it is derived; there was I thinking tips were both ends of the a single word. Two lateral thinkers arriving at the same conclusion - it must be right.

I agree with you, it should really be both ends, and had it been:

"Tips ignored, employed lengths of wire for fishing in the river"

it would have been all the better,
