Mostly straightforward but 3 interlocking clues are baffling me. 4dn, 13dn and 15ac. Quite possibly I've made an error elsewhere which has is misleading me. 4dn seems to want to relate to cartoon Andy but the parsing eludes me.

Sounds like you have 4d. Better is a verb. Capital relates to a body part. Investment is a usage that even Chambers describes as ‘archaic’, though it pops up quite often in crosswords.

Hi David,

4d - your reference to Andy if correct. 4 letter "apartment" ' + 3 letter "better" as in to outdo.

15a - 5 letter "clear" as in 'evident' or 'not concealed' with the "absolutely minimal amount of money" being 1,1 with the definition being "leave too much" - I would have thought the answer is 2 words but no doubt the editor has checked it.

13d - is a straight anagram with the definition being "authority"

Bren, re 15a, Collins supports the single word, but I thought the same as you initially.
I think Everyman is his own editor, though he does have a test solver (so he says!)
