I have the author of the quotation but am stuck as to which cells to highlight. As Chambers is the ONLY reference is the second quotation in that? Help, please!

You are correct in saying that the two last words have been transposed in sources other than Chambers.
If you take the literal meaning of the Chambers version you should highlight the 16 letters which form 1 and many NAMES.
It is a bit misleading as abbreviations must be considered.

Unfortunately the penny has not dropped for me yet. I have found the quote and author (In grid) but for the life of me I cannot proceed with the rest to complete the puzzle. Help please !!

If you have the quotation the fifth word will tell you the items to be highlighted, and the first word will tell you the shape of the highlighting.
Note that some of the 16 letters are used twice and there are abbreviations!
