5d What's proposed in London Washington's declined to discuss (6). The answer looks like Tabled; I can see tabled = proposed, but I can't parse the rest of the clue.

Chambers also defines a US meaning of “table” as to postpone discussion of for some time or indefinitely. So I think it alludes to both those meanings

It only rang a very distant bell with me, too, Bassett. It’s a bit obscure, I think, but I’m told there’s at least one regular Times setter based in the US

Brian Greer perhaps (Brendan in the Guardian) and previously the crossword editor for the Times. He’s based in the US.
