Gawdelpus, the first one is just an anagram ('fancy') of two words....
2. You need a four-letter portent, indication, and the usual Spain and a three letter Europe...

Hi Gawd

First is a Scottish dialect version of "those", and parses as an anagram of a 3-letter "scoff" and the usual 1-letter abbreviation of "hotel"

Second is an included and reversed word, "charges" in the heraldic sense.

Not an anagram, as that would be an indirect anagram, which is not allowed. "About" here means a reversal of the 3-letter "scoff".

I’m unsure of my answer for 68a. It is the only word I have that doesn’t work with the message. I read the wordplay as In /Eastern /US state.
