Strictly speaking the phrase is spittten image, spitting image was the TV program.

16d Remark when leaving base with no cover provided (2,4,2)
Could be 'so long as' = provided but I can't parse it.

Provided is the definition. “So long” is remark when leaving, and “as” is b(as)e with no cover
