Bordering on the unfair, I'd say. Clue-writing convention allows the capitalisation of a word not normally spelt with a capital, but does not allow the reverse. Trump, say, can mean a loud noise or a certain person, but trump cannot mean the latter. If she has to be used in a clue, and if she insists on being spelt without capitals, then a rigorous clue would be Jean-Francois Lyotard or "bell hooks", say.
