Is this a new compiler? I'm struggling a bit.

Stuck on 17 & 18 d and 27 ac.

17d. Spot element in a government getting preoccupied (8) I have ?i?a???g
18d. Shooter's strain when coming to plunder (3,5) I have ?i?/r???y
27ac. Youngster really submitting name for college (6) I have ????n?

No idea about any of them unless 18d is gin rummy and if it is I don't know why! Hints would be nice.

Thanks chaps, all done now. I had geyser instead of geezer for 29 ac, read the clue the wrong way.
