After pursuing a red herring across most of the world's oceans, I've got this done, except for 13, for which I can only get an unconvincing answer. Any thoughts?

Could also do with a steer on 41A "Policy to strengthen juvenile punishment mainly (4)" please! I have the last two letters and know it's a funky clue but can't see the answer. Thanks gang :)

Thom, the 'punishment' is an old fashioned one, probably not used much now. It loses its last letter.

Sorry, Thom, sent that too soon. When you lose the last letter, you'll be left with a 'policy', approach etc

Lumen, in case you’re still stuck on 36d ..
“Rounded” is indicating reversal. 3 letter “people”, two letter “like”, drop a 1 letter “money”. Then I believe “for themselves” is the definition, and it is referring back to “rounded”.
