If it helps, the last letter of 9A is the third of 4D.

I'm American and don't know the term, but 4D parses as LA(N)GER.

In USA I know only the term wanger.

9a must be SATURN, pun on Uranus

Swivel on it, it = sa (sex appeal) + turn.
