Good evening troops,

I am stuck on a few if anyone could give me some hints please?

10a - Who, in France, has penny for pound? (4)

22, 23d - Join in and act (4,4)

I do not know where the definitions are , or where the wordplay is, in either of these.

10, Pound, noun, is the definition. The word begins with French for 'who'....
