I got it overall, 'the chase' being 'article by hunt', but I can't seem to fathom the 'Poll turnover' bit. 'ot llop'??!! What am I missing?

Private Eye arrived with me rather late this week and I need one answer on the bottom left to nail it. 29(a) Bully is next to introduce rate change. I have---r---e- and that's it. I am sure there is an anagram of rate in their somewhere but I can't get it

Hi all
Like Alvin my Private Eye arrived late. I have two last clues that are stumping me.
16a Italian’s nutsack strained after getting end away (6). I have E-S-A-
Also…..
22d Labour’s elite ultimately wanting to get in a newspaper (6). On this I have -F-O-T.
I can see possible solutions, but just cannot parse them, so maybe I’m wrong. Any help is greatly appreciated!

16 Tuscan, Italian - drop the K from the end of Nutsack and anagram.
22 Effort, labour. FT is the newspaper, the E is from the end of Elite, and For is wanting to get (I think!)

Exactly, Malone. For meaning wanting is in the dictionary, but unusual. The best example I could come up with was as in “who’s for a sandwich?”
