10a Were all given share of lifebelts, apparently, to join navy (2, 2,3), 27a Precursor to deluge, it was said, gun getting damp (7), 29a Signal for one to knock hard after ring? (9), and 21d German commander is gracious, reflecting about French wife? (6) I think the answers are Go to sea, Moisten, Telegraph and Rommel, but can only partly parse them?

29a - "ring" = TEL + "for one" = EG + "knock" = RAP + H(ard)

21d - 3 letter "gracious" (as in expressing surprise) = LOR reversed/reflecting goes around "French wife" = MME "Mademoiselle)

I'm not at all sure about this one but I think..

10a - GOT O's (With the O being a "lifebelt" as in a rubber ring) + EA = "each" so "Were all given share of lifebelts, apparently" or "each got O's" becomes GOT O's EA(ch)

Like I said, I'm not convinced this is right but it's all I can think of:-)

Not 100% but the best I can come up with is

MOISTEN relates to Apres moi, le deluge

GO TO SEA could be GOT OS EA where O is a lifebelt to indicate that each person has a life belt

A very short one, but I can't parse it!

11Ac I shouldn't have done that first degree (3)

D _ H

I'm thinking it must be DOH (= I shouldn't have done that)...
... and D is the first letter of degree...
... but I can't see how the rest of the clue works.

Any suggestions?

I'd never before come across 'degree' as a synonym for a musical note, but I guess it can indicate a division on a scale... so you're probably right!
