I was all set to agree that "forward planning" seemed a little, um, redundant but it too has it's own headword in OED:
The process or result of planning for potential future conditions or requirements, or of planning ahead to achieve one's objectives.
With quotes going back to 1924. It seems to be used in the sense of "planning ahead" which is common enough usage.
At any rate, language evolves. I note that no one here is posting in Middle English, so it seems we can agree on that too.
