1 across - Serious medic has white coat at the front

I can see from crossers that the answer must be DRASTIC but how is it parsed? I assume “white coat at the front” accounts for DR but cannot see how the rest works.

Also 14 down - people in capital thus raised capital to invest in earnest, periodically

Again, I have the answer - ATHENIANS, but the wordplay eludes me. Presumably, the definition is “people in capital” and “earnest periodically” gives A…NS, with something being inserted (from “invest in”?) those letters, but I can’t see how the rest works.

Any clarification welcome.

1a: ASTI is a "white" (wine), C is "coat at the front"

14d: THEN is "thus", A1 is "capital" which when raised becomes IA.
