I’ve just returned to this and I’m stuck on the second half of 1a. Help please…..plant lists of names on street (6) I only have ???E??

'lists' means edges, jogamel (and 'street' is a 3 letter abbrev).

I got a bit wrapped up with 'private eye/investigator' for the other half but it clearly doesn't work for 'agent'.

Yes, 20d is a bit unclear although sure you're right drxx as Chambers gives 'upper crust' as slang for 'head' or 'hat'

Yes, that would be a subtle extra play. But the gimmick is frequently used, so may not be a deliberate inner meaning.

A complete fluke. The first letter on the left and the title suggested an idea and a quick mental letter count confirmed that both elements and the number of across clues matched. That made the gridfill a bit easier. I rather liked the juxtaposition of the two 8 across entries, although the other way about might be considered more appropriate!
