I've got a full grid, both unclued entries and both quotations, but I just can't see the 11 cell representation of the thematic location. I'm guessing it must be the home of the eastern unclued entry.
Also can't parse 6d,"US-style delinquents' facility works: 90 percent reduction in centre of London perhaps" (contains one extra word)

I think the 11 letters to highlight represent the other one (and shares a highlighted cell with it).

A singer requires a Roman numeral change for the 90% in 5d.

This was another good challenge, I think (but the ambiguity for the 4 letter double def clue answer [again a double def!] really should have been avoided).

Yes, thought this was quite tricky in places, not to the same degree as last week's but a good challenge as you say, drxx.
Just felt the last step was a bit underwhelming thoug., I looked at the representative 11 letters and dismissed it to start with as too obvious but didn't really detract from the puzzle, so thanks to cranberry

If you have the entry not in Chambers and the neologism in the first quote you should have worked out their source, one of whose characters was a 'first columnist' in one episode

Since I have no idea what the thematic location is, I have little hope of finding a "representation" of it. Is it a place associated with the wordplay-only entry? If so, Wikipedia is not helping. Subtle hint/massive nudge appreciated.

Buddy, it is related to the wordplay-only entry. It is actually referenced in the Wiki entry. As drxx says, one letter of the highlighting appears in the name. They were the last to frequent it. It is symmetrical
