15D is : Around some land holding a drop of water(8)

I am sure that the answer concerns "a drop of water" which is cataract and the clues are:
Around = c

Some land = Qatar minus the Q

This leaves "act" for holding but in what context is "act" =holding?

Or have I got the right answer but not the correct compilation that gives me that answer?

Some land could be "a tract" holding "a".

Around - circa - abbreviated to 'ca'
Land - tract - containing 'a'

Thanks I did wonder if I had got the division of clues wrong and I had. Never thought of tract as "some land" but it is obvious now
