Back again! It looks like I've finished the puzzle but cannot completely parse two of the clues.
15 Down -" Infectiously egged on by fellow with no vowels in Scrabble" The answer must surely be FLYBLOWN but I cannot see where Scrabble comes into the reckoning.
20 Across - "Last item on agenda maybe introduced to cut down small tree" For a long time I thought this might be "bonsai", but now "BAOBAB" fits, and I know that that's not a small tree!

15d - Scrabble is the anagram indicator for ON BY and FLLW (fellow with no vowels)

20a - last item on agenda is AOB inserted in a cut down BABY

20 AOB - Any other business, in a meeting, and Bab(y), small, cut down/drop the last letter. B aob ab, tree.

Thanks to CandleDave and Malone (again!). I kept trying to fit in "F" for fellow, and "A" as the last item on agenda! Hence, on this occasion I was up a GUM tree!
