I can see the city, and (at a stretch) the dogs, but how does the "hot" contribute? Is it just a superfluous reference to the climate?

So you are confirming that the "hot" just refers to the climate of CAIRNS, as I suspected?
I wouldn't ever say "cairn" if I meant "cairn terrier". Poor clue, I think.
