28a is indeed a horrible clue; IMO mainly because of a bad definition - the answer to be entered doesn't
directly 'create an impression' in any sense that I'm familiar with (and I've done some of both in my time) - however, Mrs. Bradford disagrees and allows it, so there we go.
.....but even as I write this grumble the most impressive - and incidentally impressed - 'Illustrated London News' comes to mind....not 28a'd, but using a closely analogous process
Maybe 28a is actually a work of genius after all!
