Very fun grid, but I can't quite parse 22ac.

Kyrgyzstani sackers expelled from some university or other (4)

The letter S is to be removed from somewhere in the clue.

The S is removed from the second word leaving a term for money. That is deleted from the fifth word and the remainder added to the acronym of a famous university.

Thanks very much gitto, couldn't find that definition, as all I can afford is Wiktionary.

Proved most embarrassing as Wiktionary has pictures alongside the definition, and my partner walked in as I was checking 16 across. 😳

I can make sense of the second instruction, and create four blank cells as a result, if it begins at 2d ('Can elevated railway ...). Does it ?

No - but I can't see what you might be getting at.
I'm taking the first 3 words as the 1st instruction and everything else as the 2nd - are you?

A cracking puzzle from Hedge-sparrow, which I found pretty tricky. Just struggling a bit with the execution of instruction (iii) - I shall revisit on the morrow.
