Answer appears to be a well-known broadcaster with a 5 letter synonym of 'pale' but I can't match it to the definition.

The crosser d is incorrect

13a defin is "see-through top" which fits your answer

9D time is t and problem is issue. I’ll leave you to parse the rest! ( the most viz like clue I can recall)

13a- It’sa type of window in the roof. The Broadcaster is a famous paid for tv provider and replace page with a common synonym ( colour related)

Thanks Jacanterbury and Geeker. I was way off target with 'Day' insead of sky and far too nicely brought up to recogonise the long definition, 'Used by tosser ......etc' in 9d!
