Well, I don't even understand the clue for 3D! Maybe I'm being dense. Can anybody help please?

Just discovered a new word in 18d.

Can anyone help with a hint for 3d?

I have ?M?O? but the only word I can think of is a very loose verb definition of the last word.

3d is an uncommon word meaning lecterns. Think of the famous Vietnam veteran played by Stallone, and remove the initial abbreviation for rector

Forgot to mention: I also had to google for 3: definition obvious, may have previously encountered the word but it'd been forgotten. Agreed that 13 and 17 were weak clues, highly atypical of Vlad.

I usually find Vlad one of the best. Tough but really tight clues. I think I might be with chrise on this one. Just finding it a bit loose.

Just two to get now but can anyone explain 23d with no spoilers as I think I might have it wrong.

23d relies on 2 repeated letters of a possibly dubious abbreviation, inside an ex PM.
