I think 4d may refer to the character MANETTE from ‘A Tale of Two Cities’ who presumably ‘left Paris for England’. Not sure about the wordplay though.

… ah ok, a ‘seine’ is a NET and chap is MATE, so it works.

…I should have written ‘chap who sailed’ is MATE
