All done but I fear I may have gone wrong as cannot parse 13ac 'Periodical printed in Bavaria and used in state exam (6,5)'

My answer starts with S.

I initially had it starting with G but that didn't work for 13d.

Any hints gratefully sought!

I think this is UND (and in Bavaria) ‘in’ SAY (state) and then exam = PAPER.

I’m surprised by the paucity of enquiries as I found this an absolute stinker - what should have taken me an hour has been dragging on till today! Anyone else found it harder than usual?
