4D Where Hawaiian goddess is (6) E*E***

12 D Chief (4) **RD

11 AC Star of top 4 (4) *E**

16 AC Just switch halves for 12 **LD.

28ac. Is this to like (4) A*I*

The third letter of 11ac is the 1st of 12d. The forth letter is the fifth of 4d.

For 16ac the first letter is the second of 12d and the second letter is the last of 4d.

Any ideas?

1D is CLAM I think.
12D could be LORD but 16A suggests it is an anagram of 12D so I dunno.

think 11a is (to)P ELE (ven) if
4d is eleven. Pele is a Hawaiian god
12d then looks like lord and 16a could be only but no idea why
