4d. Household effluent potentially a measure of economy?

Got the answer from the definition but I’m struggling to see how the order of the words in the answer is indicated by the wordplay. Thanks for any help!

It looks like a double definition to me , GDP being an unpleasant bodily excretion and also a measure of a country's economy ?
