All done!, but what is BEASTLY about it?

I have got, but cannot parse 13A :Pound fine imposed on Bill Stevenson

Stevenson is the 1950's US Presidential candidate; Bill = AD, pound = L, fine = A1 (A-one).

Not sure about the title or the "common format" either.

All 4 three word thematics are word lengths of 6 - 6 - 6., the number of the beast.

Hm,I was looking for something more elaborate than word lengths! Thanks.

Peter284, although it wasn't a taxing puzzle, it was a Brewer's-free puzzle- that's a compensatory factor for me!

I can’t find the answer to 32 across in any dictionary. Am I missing something?

BRB gives collier as "A ship that carries coal" which was close enough for me

I've tried Universal Crossword Solver and One Look Dictionary Search to no avail since you posted Unclued. That having been said, the wordplay gives the required answer so I am content to leave it at that.
