Stevenson is the 1950's US Presidential candidate; Bill = AD, pound = L, fine = A1 (A-one).

Not sure about the title or the "common format" either.

I've tried Universal Crossword Solver and One Look Dictionary Search to no avail since you posted Unclued. That having been said, the wordplay gives the required answer so I am content to leave it at that.
