I think so too. The V is from the middle of 'naval', there's an A in the clue, and these two are inside JA, Jack Ace, which add up to 21, Pontoon, a game in cards.

PS This might be nonsense, it's all I could come up with!

I got the VA bit but JA was a problem.I realised it could be something to do with the card game but your solution is very clever.
