14a Queen perhaps delaying introduction of legislation.

Could someone explain this?

legislation (a)ct => c(a)t queen

I'm finding this puzzle tedious - too many unclued lights and I don't very much like 'songs or sayings'.

So please help me put it behind me with hints on the three unclued clues that I'm stuck with:

30 down - is this the plural of a former romance?

1 across - M_D_N_L_
42 across - _E__E_

KT, 1 A was more obvious to the Scots - especially those with children, grandchildren....

Are you sure of the first E in 42 Across?

I have everything except the unclued 5A. I am pretty certain I have its 3 checked letters correct, but I can't find an answer which really convinces me, though I have a couple of iffy possible answers.
