CATALYST looks correct (defn. makes a change)
To whip is to CAT (verb) + (LAY)* + ST (initial letters)

Cat, whip + anagram (off) of Lay, add ST from the start (leaders) of Senior Tory.

It's one of those scientific words that is routinely misused in everyday speech. A catalyst doesn't make a change happen; it speeds up a change that is already happening, albeit possibly at a very slow rate. When "catalyst" is used in everyday speech, "trigger" would almost always be more appropriate.
