Solved the rest of the crossword - had to look up the answer for:

What a European would call these flipping feckless displays! (5)

The answer is MOOSE but we still can't figure out the construction... any help would be greatly appreciated!

ELK is reversed in feckless, and it's the American word for a moose.

Is the Times turning into Mephisto? Judging by 13 down, you'd be forgiven for thinking so.
