11d Playwright published in Greece by Draco unusually (6,2,8)

Cyrano de Bergerac fits, but I can't make the anagram work and in any case I don't think he was a playwright.

Cyrano de Bergerac is correct - Published = RAN inside the anagram of 'Greece by Draco'. De Bergerac was a playwright.

Yes, Offcut, waste material.

Off = high, rotten, smelling (meat say)
Cut = percentage, amount one will get.

The answer appears to be FLATIRON, but where does "pastry" come into the reckoning? I can only see "filo".
35 Down - "Crossing affected refugees housed here?" (7,4) It looks like TRANSIT -A--, but I can't see the second word.
55 Across - "Outline Irish unionists developed". (6,2) S---ED UP.
The DUP comes at the end - is the whole thing SHORED UP?
