I have an answer that parses perfectly, but seems completely to lack a definition. Is this a mistake, or am I missing something?

I see what you mean. I can only suggest that “sins he’s carried out” is also the definition, “he” being the homophone of the town.

There's an interview with their crossword compiler at the back of this issue - not very interesting, though.
