I have R-C- and can only think the answer is race. My problem is the parsing with the definition seemingly in the middle of the clue. Help appreciated

"to find people" could be (t)RACE - (without T(ime))

Sorry, I see you'd already parsed it. The order in the clue does look odd though.

Is it a thematic puzzle, perhaps with entries that aren't defined in the clue?

It is a thematic puzzle but this is a regular clue.
