Official witness that holds informer back (6). Notary. Assuming this is ‘tar’ (informer back) in ‘noy’ but in what way does ‘noy’ mean witness? Probably missing something obvious but it’s bugging me and would appreciate it if somebody could put me out of misery!

Is it "yon" to mean "that", as in "do ye see yon windmill?" for instance?

Thanks ChrisE - I suppose that must be it but all seems a bit rum to me. But then the setter is Dean Mayer who has tendency to go for very loose defintions.
