It's related to the theme, and is in "Brewer".

If you haven't got access to "Brewer", it refers to a particular part of a theatrical costume from 1905 by which this style has become known ever since.

It's a reference to a particular criminal speciality- "peter" is a synonym for something used for security purposes.

Thanks, the18racer. I wondered if that was it but couldn't find it in Brewer. I only have a weird pdf version from 1894. However, Acrobat makes searching very easy and thorough.
