The clue:

I think it must be "ADEPT" from AD(vertising) +(D)EPT. The order will be restored part just muddles the issue. I think the clue could have been better.

Sorry, I should have put that the definition is the beginning: "one can say almost for sure" as in an expert, so adept as a noun.
